Combined Programs: The following municipalities have amalgamated to form a new municipalitiy but each previously existing municipality has kept its own user pay program.

Listowel: residents can set out a maximum of 2 bags per week. The first bag requires one tag and the second bag requires two tags. Wallace: mostly rural, residents take their garbage to the landfill themselves or hire a contractor to collect garbage. Revenues offset the costs of operating the landfill. Reduce waste, increase recycling and diversion.
Perth South, Township 11-Apr-96 $2.00/tag Blanshard and Downie Townships amalgamated, Blanshard has kept its user pay system. Residents receive 40 "free" tags a year; additional tags can be purchased from municipal offices and council members. Waste collection and disposal costs. Reduce waste, increase recycling and diversion.
Quinte West, City 01-Jan-95 $2.00/tag Frankford Village, Murray Township, Sidney Township, and Trenton City have amalgamated. The city of Quinte West has a full user pay tag system. Each ward runs its own user pay program, but the tag prices have been made equal to avoid people transferring garbage to dump it where it is cheaper. Waste collection and disposal. Recycling is included in the tax base. Reduce waste, increase recycling and diversion, increase equity. A 71% reduction in waste is planned for the year 2000.
Stone Mills, Township   Camden East: $1.00/tag; Newburg: $1.50 flat rate for garbage pickup; Sheffield: if a full blue box is brought in, a free tag is given, otherwise, $1.00/tag. All bags of garbage set out for collection require a tag for pick up. In November 1993 a partial user pay system was implemented where residents received 52 free tags a year. In January of 1996 a full user pay system was implemented where all garbage set out for collection requires a tag. Residents can purchase tags at the local municipal offices. Camden East: waste collection and disposal. Newburg: waste collection and disposal. Sheffield: The revenue is put into a reserve fund which is kept for funding a new landfill site and closing the old one. Camden East: To subsidize other solid waste programs (ie. further landfill development and closure). Newburg: Reduce waste, increase recycling and diversion. Sheffield: Subsidize other solid waste programs (landfill).
West Perth, Township 01-Jan-98 $1.00/tag(Fullarton and Logan), $2.00/tag (Hibbert and Mitchel) A full user pay tag system is present in all wards within the new municipality. Residents can purchase tags for their programs at variety stores, town offices, a farm supply store, a gas station, and a landfill site. Landfill operation. In Hibbert and Mitchel, revenues cover door to door pick up. Increase equity, reduce waste, increase recycling and diversion.
