Full User Pay Programs: The following municipalities operate full user pay programs where residents are required to pay directly for each bag of waste that is to be collected.

Belleville, City 01-Apr-96 $1.00/tag Garbage bags placed curbside must have a tag affixed in order to be collected. A partial user pay program was implemented in 1995 where residents could set out 6 bags for collection at no charge; additional bags had to bear a tag. In 1996, a full user pay system was implemented with no fred tags and all garbage set out for collection required a tag. There is a weight limit of 23 kg per bag. Edwardsburgh, Village 01-Jan-95 $1.00/tag In the Fall of 1991 a partial user pay system was implemented where residents received 52 free tags a year. Additional tags were $1.00/tag. In January 1995, a full user pay system was implemented. Tag prices decreased to $0.50/tag and were required on all bags of garbage set out for collection. Exeter, Town 01-Jan-94 $2.00/tag On July 1, 1993 a partial system was implemented and residents received 26 free tags. On January 1, 1994 a full user pay system came into effect where all garbage bags/containers required a tag in order to be collected. The maximum weight allowed per bag or container is 18 kg. Residents can purchase tags at the local municipal offices. Waste collection and disposal, and the blue box program. Reduce waste, increase recycling and diversion. Landfill was nearing completion, user pay was implemented to prolong the life of the landfill and prevent the added expense of shipping garbage out of the municipality.
Fergus, Town 25-Jun-97 $2.00/bag; as of June 30, 1998 the price will be going down to $1.75/bag. Garbage must be placed in specific bags as indicated by municipality guidelines in order for the garbage to be collected. Residents can purchase these bags from nine grocery stores, local hardware stores and municipal offices. There is lift limit of 27 kg per bag. Waste collection and disposal. Forest, Village 01-Jan-96 $2.00/tag Garbage bags set out must have a tag affixed in order to be collected. Maximum wieght per bag/container allowed for pick up is 20 kg. Residents can purchase tags at municipal offices. A few months before the program was officially launched, residents were given 26 free tags in order to help them get used to the program. Gananoque, Town 01-Jul-91 $1.25/tag All garbage bags placed for curbside collection require a tag. Residents can purchase tags at municipal offices, the recycling depot, or local stores. A maximum of 4 bags per collection is permitted with a weight limit of 18 kg/bag. Tag prices increased as of May 1995 from $1.00/tag to $1.25/tag. Waste collection and disposal (approximately 75% of waste disposal). Recycling is included in tax base. There is no local landfill site (it closed down April 30 , 1991) so waste is disposed of at the Carp landfill site. Goderich, Town 01-Jan-94 $1.50/tag, $1.50/bundle for organic material. All garbage set out for collection requires a tag. Residents can purchase tags at municipal offices or local retailers. Garbage bags and cans require one sticker and large items need two. Maximum weight is 20 kg per container, maximum size per bag is 26"X36", maximum size per box is 40 square inches per side. Grand Bend, Village 05-Oct-92 $2.00/tag Garbage bags/containers placed curbside for collection must have a sticker. Residents can purchase stickers from village offices or participating businesses. Kincardine, Town 05-Jan-93 $2.50/tag Garbage bags/containers set out require tags for collection. There is a maximum lift weight of 11 kg/bag or container. Residents purchase tags at local stores. Commercial collection has gone from three days to one day per week. Operation of the landfill site. Reduce waste, increase recycling and diversion . The program, has worked very well, there has been a 75% reduction in waste going to landfill, recycling has increased by 50% and composting has increased by 85% since implementation.
Kitley, Township 02-Jan-93 $120.00/year for 75 tags; $1.50/tag for additional. As of January 1998, a full user pay system was implemented where residents pay $120 per year to receive 75 tags. If more tags are needed, they can be purchased. Waste disposal The landfill site is now closed and the user pay program covers the cost of shipping garbage to Ottawa to be disposed of. It was also adopted to reduce waste, increase recycling and diversion.
Lucan, Village 01-Jan-96 $2.00/tag A tag system is in effect where all garbage bags set out require a tag for collection. Residents can puchase tags from local retailers. There is a weight limit of 20 kg/bag. Waste collection and disposal. Some of the revenue also goes towards replacing blue boxes. Prescott, Town 01-Jan-96 $1.25/tag Residents must affix a tag to all bags of garbage set out for collection. Tags can be purchased at municipal offices. There has been a four bag limit per set out since the beginning of the partial user pay system in August 1992. From August 1992 until 1996, residents were given 104 free tags per year. There are no free tags given out now. Only two sizes of bags are accepted, kitchen size and larger plastic or paper bags sold by the town. There is a weight limit of 23 kg per bag. It was also implemented to promote environmental awareness by making people notice their waste production and the excessive use of packaging by companies. It is anticipated that this awareness will encourage residents to take action against companies who use excessive packaging.
Seaforth, Town 01-Jan-94 $1.75/bag Garbage must be placed in bags as specified in the user pay guidelines set by the municipality. Households contact local garbage collection service when they have a load. Revenues go directly to the waste disposal contractor who uses the money for waste collection and disposal. Waste collection and disposal has always been contracted out, it is not done by the municipality. People pay the contractor directly to dispose of waste.
South-West Oxford, Township 01-Apr-94 $1.00/tag Residents must attach a tag to all bags of garbage set out for collection. Tags can be purchased at municipal offices or local retailers. If recyclables are put in the bag instead of blue box, the garbage will not be picked up. There is a weight limit of 14 kg per bag. Waste collection and disposal. Stratford, City 13-Jan-97 $1.20/tag Residents must affix tags to all bags of garbage set out for collection. Tags can be purchased at 14 locations including city hall, a seniors centre, two department stores, and convenience stores. Standard garbage bags need 1 tag, grocery bags 1/2 tag, containers: up to 128 L require 1 tag, 129-140: 2 tags, 240-360: 3 tags. At the landfill site, people are charged $0.50 for a bag or can and $52.50 for loose loads of garbage.
