Partial User Pay Programs: The following municipalities operate partial user pay programs where there is a set limit to how many bags of garbage residents can set out at no direct charge, additional bags must be paid for directly.

Brockville, City   $1.25/tag On July 1, 1992 a partial system was implemented where residents could set out 2 bags at no direct charge, additional bags had to bear a tag at $1.50/tag. On June 3, 1996 a 1 bag limit with additional tags costing $1.25/tag was implemented. Tags can be purchased at the municipal distribution centre. Printing and administration of tags. Collingwood, Town 04-Jun-94 $1.50/tag Residents can set out 3 bags for collection at no direct charge; additional bags must bear a tag purchased at municipal offices. There is a limit of 6 bags per residence per week. Money from tag sales goes into general revenues. Reduce waste, increase recycling and disposal.
Dundalk, Town 07-Jun-96 $1.00/tag Residents receive 104 free tags per year; additional tags must be purchased. There is a lift limit of 18 kg/tag. Some of the costs of recycling. Reduce waste, increase recycling and diversion therefore increasing the life of the landfill site.
East Luther-Grand Valley Township 01-Jun-95 $1.00/sticker Recycling is done for both amalgamated municipalities. Waste is picked up curbside in urban areas with a 2 bag limit per collection. Additional bags require a sticker. Residents in rural areas must take their waste to the landfill. These residents are given a landfill card which allows for free disposal of 62 bags of household waste per year. If limit is used up, additional bags will cost $1.00 each for disposal. Revenues offset the waste management program. Reduce total cost of solid waste management, reduce waste, increase recycling and diversion. Further educate public on the benefits of the 3Rs.

Georgina, Town Jan-2003 $1.00/tag "Residents can set out 1 bag or can for collection at no direct cost; additional bags require tags, which can be purchased at municipal offices, libraries and approximately 60 retail outlets. There is a bag tag exemption twice annually for up to five items each time. Leaf and yard waste is collected nine times throughout the spring, summer and fall. Plastic bags are banned from leaf and yard waste collection. Garbage, Bulky items and recycling are collected on a weekly basis. White Goods are collected monthly.". Recycling still part of tax base. Hamilton, Township 01-Jul-95 $1.00/tag Part of Northumberland County Wet-Dry system as of April 15, 1996. Residents purchase tags for wet material at local retailers. There is a 3 bag limit on wet material per collection. A flat rate of $10.00 is added to tax bill for dry material collection. Waste collection and disposal. Huntsville, Town 01-Sep-92 $1.00/tag Residents can set out 3 bags for collection at no direct charge; additional bags must bear a tag purchased from the Town offices. Innisfil, Town 06-Jul-98 $1.00/tag Residents can set out 2 bags for collection at no direct charge; additional bags require a tag which can be purchased at municipal offices, libraries and convenience stores. Leaf and yard waste is collected in the spring and fall, christmas trees are collected in January and there is a large item pick up once a year. Garbage is collected weekly, blue box biweekly. Lakefield, Village 01-Jan-97 $1.50/tag Residents can set out 1 "free" bag per week. Tags for a maximum of one additional bag a week can be purchased at the municipal office. Businesses are allowed 4 free bags and two additional bags with tags. Waste collection and disposal as well as promotional and educational expenses. Reduce waste, increase recycling and diversion. Also adopted to heighten the public's awareness of waste generation.
Lincoln, Town 01-Jan-98 $1.00/tag Residents can set out 3 "free" bags or containers per week; additional bags or containers must bear a tag. Tags can be purchased at local convenience stores. Plans are to switch to 2 "free" containers in 2001. There are 12 municipalities in the Niagara Region with 4 currently on a user pay system. Mississippi Mills, Town 01-Jan-98 $2.00/tag The townships of Almonte, Pakenham and Ramsay recently amalgamated and implemented a partial user pay system for the Township of Mississippi Mills. Residents receive 100 "free" tags per year and businesses receive 360 "free" tags per year. Extra landfill tipping fees. Reduce waste, increase recycling and diversion to prolong the life of the landfill.
Montague, Township 01-Jan-96 $1.00/tag Residents receive 90 "free" tags per year; additional tags can be purchased at the Town Hall. Large items will be picked up curbside but require extra tags.. There is a lift limit of 18 kg for regular pick up. Tag sales go into general funds which covers the cost of tag printing and distribution. Reduce waste, increase recycling, composting and diversion. New Tecumseth, Town 01-Mar-96 $1.00/tag Residents can set out 2 bags/week or 4 bags/two week collection. Waste is collected bi-weekly from September 1-May 31 and weekly during June, July and August. Additional bags need a tag which can be purchased at the municipal offices or local variety stores. There is a weight limit of 27 kg per bag of waste. Extra tipping fee at landfill. Orillia, City 02-Jul-97 $1.50/tag or 5 for $7.50 Residents receive the equivalent of a "free" tag each week at the start of each year; additional tags can be purchased at city hall or the landfill site. As well, four stores have applied to sell the tags. There is a weight limit of 20 kg/bag Waste collection and disposal as well as blue box. Reduce total cost of solid waste management
Parry Sound, Town 01-Jan-93 $1.00/tag Residents can set out 3 bags for collection at no direct charge; additional bags must bear a tag purchased at Town offices or convenience stores. There is a limit of 6 bags (3 free and 3 with tags). Bulky items can be disposed of at a fee of $20 per 3/4 tonne. During Waste Reduction Week and Pitch In Week, people can dispose of bulky items at a rate of $5.00 per car trunk load. There is no landfill site, waste is brought to a transfer station. Revenues offset waste collection and transfer to a landfill. Reduce waste, increase recycling and diversion. The user pay program was also implemented to educate public about waste management. Penetanguishene, Town 02-Jan-97 $1.00/tag Residents receive 65 free tags per year; additional tags can be purchased at municipal offices. All garbage bags require a tag and there is a weight limit of 14 kg/bag. The costs of administration of the user pay program. Percy, Town 01-Jun-96 $1.00/tag Residents can set out any dry bags (recyclables) at no direct charge; a maximum of 3 wet bags or pails can be put out with tags. Tags can be purchased at the municipal office, two hardware stores, or the co-op. Waste collection and landfill tipping fee. Reduce waste, increase recycling and diversion. Surveys and marketing were done to make public aware of waste generation.
Perth, Town 01-Oct-97 $2.00/tag Residents receive 104 free tags/year; additional tags can be purchased at the Town Hall. All garbage bags require a tag for collection and there is a weight limit of 23 kg/tag. There has been no tags sold as of yet, but if any tags are sold, the money would go towards operation of the landfill site. Reduce waste, increase recycling and disposal. Ultimately, the goal is to prolong the life of the landfill site.
Pittsburgh, Township 17-Jan-94 $2.00/tag Residents can set out 2 bags for collection at no direct charge; additional bags must bear a tag purchased at township offices or at local retail outlets. Adopted as a waste reduction measure  
Port Colborne, City 01-Oct-94 $1.00/tag for partial system $0.50/bag for organic waste Residents can set out 4 bags/week at no direct charge, the IC and I sector can set out 9 bags/week at no direct charge. Additional bags must bear a tag. Tags can be purchased at municipal offices or at local retailers. There is a lift limit of 23 kg/bag Waste collection and disposal. Port Stanley, Village 07-Jun-93 $2.00/tag Port Stanley, Yarmouth Township and Belmont Village have amalgamated to form the Municipality of Central Elgin as of January 1998. Port Stanley is the only municipality with a user pay program. In Port Stanley, residents are given 80 tags at no direct charge to last until the end of the year; additional tags can be purchased at the village offices. There is a five bag limit per set out and there is a lift limit of 20 kg per bag. Waste collection, also adopted as a waste reduction measure  
Prince Edward County 01-Mar-95 $1.00/bag Two bags can be set out at no direct charge. Residents are permitted to put out 1 additional bag per week bearing a tag purchased at the township offices (3 bag limit). Anything above three bags must be taken to the landfill directly. Rideau Lakes, Township 01-Jan-98 $1.50/tag, $25.00/ticket Residents receive 52 "free" tags per year; additional tags can be purchased at township offices. Businesses are provided with "free" tickets which equal one truck load of garbage. Businesses are classified into low, medium and high categories where low receive 52 tags (bag/tag), medium receive 50 tickets and high receive 150 tickets; additional tickets can be purchased for $25.00 each. Shelburne, Town 18-Mar-92 $2.00/tag Residents receive 2 "free" tags per week; additional tags can be purchased from municipal offices. Maximum capacity of every can put out is 77 litres and with contents must not weigh more than 18 kg. Bags can only be a maximum size of 26"x36" with a maximum weight of 18 kg with contents. Waste collection and disposal. The town's landfill site was closed January 1, 1992 and the user pay program offsets the costs of shipping garbage to Mono Township to be disposed of. Smiths Falls, Town 01-Aug-92 $2.00/tag Residents can set 2 items at curb at no direct charge; additional items must bear a tag purchased at Town Hall. There is a weight limit of 23 kg per item. South Frontenac, Township 04-Jul-94 $2.00/tag purchased in blocks of ten Loughborough Township has recently amalgamated with Bedford, Portland and Storrington. Loughborough has kept its user pay program which allows 2 "free" bags per collection; additional bags require a tag. The township also has a fee structure for direct disposal at the local landfill. United Municipality of Central Frontenac, Township   $1.00/tag In January 1998, residents received 127 "free" tags. Tags are sold in sheets of ten; big items require special tags. Whitby, Town 01-Jan-97 $1.00/tag On January 1, 1996, a partial system was implemented where residents can set out 6 bags per collection at no direct charge. In January of 1997, the bag limit was reduced to 4 bags per collection. Additional items must bear a tag purchased at the municipal offices. There is special collection on a call in basis. Residents can request pick up of metal or bulky items once a year at no direct charge (there is a $25.00 charge if pick up is requested more than once a year). Tires and CFCs are also collected once a year and require a tag which costs $20.00. The fee covers the extraction of CFCs. Waste disposal costs. Reduce waste, increase recycling and diversion.
Whitchurch-Stouffville 1994 $1.50/sticker Residents can set out 3 bags per collection at no direct charge; additional bags must have stickers purchased at variety stores. Limit of 6 additional bags. Waste disposal costs. Reduce waste, increase recycling and diversion.
